I've been interested in the UFO phenomena since I was twelve or so, and since 1990 I've been extremely interested in the Area51 affair. I know you receive a lot of e-mail messages every day, but I am confident in catching your attention a little bit about this one. Thank you. In the Area 51 subjet, we must distinguish between two things: 1) In the area including and surrounding Groom Lake (incluiding Papoose Lake), in the Nevada state, there are, without any doubt, several installations (or facilities, if you wish) which, acording with the several warnings laid out there, are managed by the government of the USA (so I can't really understand how that governement can denny its existence in any way. You know, you can denny the existence of something it's not possible to see - a fully underground facility or a department burried among thounsands of similar ones in a building the size of the Pentagon -, but to try to do the same - and to have been successful about it until the moment - with something that is not difficult to see, it's something that really puzzles me a lot !). We have also known the purpose (classified until recently) of the main facility (south and adjacent to Groom Lake): Highly classified flying projects: Lockeed U-2, A-12, etc. In fact, a runway about 6 miles long (incluidind the dry lake bed part) have almost nothing to do with alien flying crafts, but with projects that required a lot of runway lenghts: underpowered Northrop Flying Wings, the North American X-15, the present Space Shuttle, etc. We've also known that, apart from this, that area has been used for certain 'black projects', thus it's not a fantasy at all to suspect that, among these 'black proyects', could be one or more that deals with 'back engineering' of 'foreign' technology. I sincerely think that it could be possible to get an statement from official sources about the existence of those facilities at the Nevada desert, provided no reference is made about the ' Area 51 ' NB: Area 51 DOES NOT EXIST officially. It must be clear for everyone that this expression reffers to a nomination in force in the 'sixties for different areas within the Nevada Nuclear Test Site. (you know, 'The Paradise Ranch' - or simply 'Ranch' - was adjointed to the real NTS for security reasons when it was created in 1947, and the AEC took officially control of it at that time) 2) To protect the flying activities to and from the Groom Lake runway, a Restricted Area was established sometime in the past to cover the whole group of ground facilities and their surrounding area: this more or less square area, melted with the one stablished to protect the real nuclear tests area, is known nowadays as Reatricted Area R-4808. R-4808 South (S) covers the real Nevada Nuclear Test Site, and R-4808 North (N) covers the Groom Lake and Papoose Lake facilities (the 'square' everybody knows as Area 51) I'm going to focus in this late paragraph: the Restricted Area R-4808 is despicted in all charts and maps dealing with flying activities (VFR & IFR) in the Nevada region, beeing stated in these charts that this area HAS NOT a CONTROLLING AGENCY (this is, the referred area is active 24 hours a day during the whole year, so non authorised flights are allowed within it at any time). According with the US' Federal Aviation Regulations (FAR's), part 73, every Restricted Area in the USA has a USING AGENCY, and some of them (in fact, the mayority), a CONTROLLING AGENCY (remember, these are official - federal, in fact - regulations). In FAR's part 73, section 73.19, is stated that -referring to any Restricted Area within the USA - every using agency must forward by the end of January every year, an annual report of its activities in the twelve months before, finishing each September 30th, to the FAA Manager of the general area in which the Restricted Area referred to is contained. It is also stated there that, at least once, every using agency must forward a report, incluiding appropiate skettches, of the airfields within the referred area, traffic patterns, flying paths, etc. So my question is: has anybody ever tried to get from the FAA (directly or via a FOIA request) this annual report about the Restricted Area R-4808 N activities and the mandatory sketches Far's part 73, section 73.19 refers to? I have quite clear that any governement in the world can lie about the activities of a certain facility or group, but I think it could be quite interesting to know what the AEC (is it today enclosed within the DOE, perhaps?), or whatever R-4808 using agency is, has to officially say about it's activities in the Restricted Area R-4808 N.
