I did submit an FOIA request to the FAA in the summer of '94 and here is
the transcribed reply: (it took them 30 days to answer my request)

The enclosed copy of the Department of Energy annual utilization report
and chart for Restricted Area R-4808N is provided in response to your
Freedom of Information Act request, dated July xx, 1994. No
supplementary reports have been submitted to the Federal Aviation
Administration.
Classified activities are also conducted in addition to those activities
reflected in the utilization report. These activities require the
Restricted Area to be designated for continous use.

[Report item number 4 was to indicate the number of hours daily, the
days of the week, and the number of weeks during the year that the
joint-use restricted airspace was released to the controlling agency for
public use. R-4808N is NOT joint-use space. Item number 6 is to indicate
if there has been a change in the depiction of the airspace since the
original chart submission. Item number 7, FAR part 73.19(b) states
"Include any other information not otherwise required under this part
which is considered pertinent to activities carried on in the restricted
