Military Mission: To Control Space through War

I was surfing the net and came to a USAF's Phillip's Military Homepage.
stated very bluntly on the index page was:

***CUT AND PASTED STATEMENT***
Mission: Create Technologies for the Warfighter to Control and Exploit
Space.
***End of CUT AND PASTED STATEMENT***

Am I misunderstanding or does this mission statement mean  that the Air
Force wants to control space by being the first to create DEWs (Direct
Energy Weapons) and mounting them on a space Warfighter?

Could DEWs be something tested at Groom? I couldn't find and other info
about the "Space Warfighter" on their Homepage.  Just wondering if you
had any info on this. Thanks.
