This is apparently the "old" device assembly facility in Area 27. It is a highly secure facility where public tours are not allowed. The security there is probably related to the live nuclear materials being stored or processed there. I point out that there is substantial risk that Freeman crossed "hot" areas where no human is supposed to go without special precautions. I would expect moving lights for rare security patrols, but not stationery lights, which would imply a building or encampment, which we have never seen any evidence of in satellite images.
