As I recall from my 70's US Army service, pay grades in the US Armed
Forces, have the ranges E1-E9 [enlisted and non-commissioned officers],
W1-W4 [warrant officers], and O1-O11 [commissioned officers]. In the
Army, Air Force and Marines, officers grades and ranks are as follows:
O1 - 2nd Lieutenant
O2 - 1st Lieutenant
O3 - Captain
O4 - Major
O5 - Lieutenant Colonel
O6 - Colonel
O7 - (*) Brigadier General
O8 - (**) Major General
O9 - (***) Lieutenant General
O10 - (****) General
O11 - (*****) General of the Army, General of the Air Force,
Commandant of the Marine Corps
I don't know if it's still common, but the former practice was that
when an officer ranked O3-O9 retired, they were promoted to the next
highest rank. Thus if someone's last active duty rank was O4 [major]
their retirement rank would be O5, and they could *claim* to be a
retired colonel. Lieutenant Colonel actually, but why quibble ??
As we see from the above list, O7 is Brig.Gen, which would be the
retirement rank of a "Bird Colonel" Steve Wilson. So Damien, those
records you searched are not inconsistent with Wilson's claims. I
have *no* opinion as to the validity of those claims, but you can't
use the pay-grade records to invalidate them. More research, eh?

ALL awards and decorations appear on the USAF DD214. Regretfully, they are
in abbreviations that usually defy comprehension. Then again, though,
what's new? :)
