It has come to our attention that the Scientific Group of Space Alien
Researchers known as the National Institute for Discovery Science (funded
by Las Vegas real estate mogul Bob Bigelow -- the same gentleman who
financed Dr. Dave Jacobs' odd yet seminal Roper Poll of Space Alien
Abductees some years back and has also been known to toss some bucks on
occasion at such UFO potentates as Linda Mutilated Cow and Bob Lazar) has
today announced a Scientific Space Alien Essay Contest with a $5K carrot
dangled seductively in front of the scholarly schnozes of all would-be
Scientific participants.

Gentlemen, start your search engines.

Interestingly, despite the fact Nature magazine recently trashed their
fellow Brother Dean Radin and Scientific American pretty much sneered at
Brother Hal Puthoff (a bonafide NIDS associate), they have nevertheless
targeted the periodicals Science, Nature, and New Physics with costly
full-page ads for the Contest.  Allegedly released just today, these
journals are reported to reach a combined readership in excess of
1,000,000 Scientists world-wide!

Though the more internet-savvy amongst us will quickly perceive a thinly
veiled sociological intelligence gathering ploy (i.e. a "troll"), and
though the questions will all no doubt be as theory-embedded and
manipulatively leading as the first in the series (shown below), the
results promise to be of interest to those merry metaprogrammers and
memetic magicians who perceive value in keeping their finger on the
psycho-social pulse of Chapel Scientism.

If nothing else, a good time will be had by all.

::: Abstract :::

Continuing radio telescope searches, the announcement of the creation of
NASA Astrobiology Institutes and recent research on Martian meteorites
suggest that scientific interest in the possibility of the existence of
extraterrestrial life is increasing.

To stimulate critical thinking and debate, the National Institute for
Discovery Science (NIDS) is pleased to announce an essay competition on an
array of topics surrounding the search for extraterrestrial intelligence.

Scientists from all disciplines are invited to submit essays on the first
announced topic by August 11, 1998 to the NIDS.

Essays are to be typewritten in English, up to thirty five double spaced
pages in length.

Essays will be judged by a panel of seven scientifically qualified experts
with multi-disciplinary experience, the top three essays will each be
awarded $5,000.

There will be several sequential rounds of essays at 75-day intervals,
each focused on a different question and for each round a total of $15,000
in prize money will be awarded.

Authors retain ownership but NIDS reserves the right to publish the
winning essays on our website as well as to publish them in a proceedings
anthology.

::: Purpose of the NIDS Essay Competition :::

Our purpose is to encourage "out of the box" thinking and spark reasoned
debate.  We believe that there must be a middle ground between
uncritically accepting flimsy evidence of extraterrestrial intelligence
(ETI) as true and uncritically rejecting all evidence suggestive of ETI as
the product of error or hoax.  Irrespective of the ultimate validity of
the "extraterrestrial hypothesis" or the success of current SETI search
procedures, we hope to encourage a fresh new approach to the search for
ETI.  We also hope to encourage the development of new strategies for
expanding the empirical search and facilitate discussion of the human
response to extraterrestrial life in the case of definitive proof.
Finally we hope to break the 30 year deadlock between "true believer" and
"debunker" and encourage thinking scientists who are interested in
controversial topics to pursue their interests openly.

::: Current Essay Question And Submission Deadline :::

QUESTION 1 (two parts):

1A. If contact were made between humans and extraterrestrial
    intelligence (ETI) on Earth or in the solar system, what is
    the most probable means by which that would occur and how
    would we know that the interaction had taken place?

1B. Please design one particular research project or a whole
    set of research projects that focus on how to detect or
    verify the presence of ETI.  The research design should be
    both scientifically rigorous and innovative.  Implied in
    this question is a further question: What are the acceptable
    levels of proof required by science and society for the
    existence of ETI on Earth or in the solar system?

Submission Deadline is August 11, 1998.
